Scaleway

French cloud with bare-metal ARM and a Heroku-style PaaS layer.

Scaleway has spent the last decade trying to be France's answer to AWS. They've assembled a respectable lineup: VMs, bare-metal ARM, managed databases, serverless containers, object storage, all under one bill and one IAM. For an EU startup that wants AWS-shape services with EU data residency, it's a credible single-vendor pick.

For an indie project the value is more situational. Their Stardust micro-VM at €1.84/mo is genuinely cheap, but the rest of the lineup is priced like a typical mid-market cloud. Where Scaleway wins is when you need ARM bare metal or want managed Postgres without leaving Europe.

Pros & cons

What works
  • + ARM bare-metal (Ampere Altra) at competitive prices
  • + Managed Postgres, MySQL, Redis, Mongo all first-party
  • + Serverless Functions and Containers with fair scale-to-zero billing
  • + Object storage compatible with S3 API at $0.013/GB
What doesn't
  • Mostly EU regions — only one US region (in Paris-traffic terms it doesn't help much)
  • Dashboard is in transition between two generations of the console
  • Prices on managed databases creep up fast past the smallest tier
