Scaleway has spent the last decade trying to be France's answer to AWS. They've assembled a respectable lineup: VMs, bare-metal ARM, managed databases, serverless containers, object storage, all under one bill and one IAM. For an EU startup that wants AWS-shape services with EU data residency, it's a credible single-vendor pick.
For an indie project the value is more situational. Their Stardust micro-VM at €1.84/mo is genuinely cheap, but the rest of the lineup is priced like a typical mid-market cloud. Where Scaleway wins is when you need ARM bare metal or want managed Postgres without leaving Europe.
